Yeah, it's weird. Seems like it runs with minimal effort for some machines, others it refuses to. @DrakeIsGod, what is your video card? I'm running an Intel, which I believe to be the cause.
And in my time of testing, I tried on DS 1.11/LOA, Steam/CD, cracked/original executables, and set up my video card in DSVideoConfig. I'm thinking my video card is simply too powerful for the game, or in some way incompatible.
Ended up reinstalling on my work Windows 7 Laptop, and it ran fine after setting it up with Windows XP SP 3 Compatibility + a Cracked executable. I guess it will remain a mystery as to the issues on Windows 8.1.
Well my grandfather is running an Intel HD graphics card with Windows 8.1. He's running it as an administrator but he's not running any compatibility mode, have you tried running it without compatibility mode? Also try running it as an administrator, it may help. I use a retail/CD version on all of the computers and I use all of the same settings with a fixed executable. I've never had any problems with the textures before honestly. Have you installed DirectX? Also updating your video card driver can help.
