I was a bit concerned that the setup link on the error page might be a security loophole for someone to click on it, and wait for the database to be restarted. You'd be in the re-install process already and might get the chance to replace the existing TikiWiki with a blank one. But I guess there's other checks later on, like having to be an admin on the DBMS.
