That looks very much like a fun-type bonus thingy..
I've gotta have a go at that one - when I finally get round to DS2BW..

(..currently just entering DS2 Kaderak Mines on Vet level - long way to go, yet!!)

Actually, it's apparently only available if you use a mod (none that I know of, but it would likely be quite easy to make something to activate the teleporter in question), or DS2Mod to play the game and use the console... as described.
